Subject: [PATCH] CI: only install prebuilt Pillow wheels

RISE has no riscv64 wheel for Pillow 13.0.0 yet, so uv built it from
source, which fails without libjpeg. Install Pillow with --only-binary in
`make test` and `make lint` so every platform uses the newest version
that has a wheel.
