[Feature]: Add ability to detect Patina Test regressions in Patina QEMU PR Validation workflow

Feature Overview

Issue #101 tracks making Patina Test failures more obvious in reported results. This issue tracks adding the ability to detect that if a Patina Test failure occurs, whether it is a result of the patina PR or a pre-existing test failure.

Solution Overview

If the Patina Test failure is found to be a result of the current patina PR, the workflow should make that obvious, such as marking the workflow run as failed and/or clearly explaining the regression.

I'm going to drop this feature for now, because:

1. patina-dxe-core-qemu tests QEMU boot in its CI now which should prevent QEMU boot failures
2. patina-qemu CI continues to test QEMU boot which should catch failures there
3. Local development in patina-qemu tests with Patina System Tests on by default
4. [Feature]: Display Patina Test results in Patina QEMU PR Validation comments #101 will show Patina System Test failures that do make it through 1-3 in patina QEMU PR Validation comments

So, for a Patina System Test failure to occur in the patina repository, it would have to make it through all of those layers, and this would just be an enhancement to #101. That is possible, for example, a test failure that occurs x% of time. But I don't think it really justifies building supporting infrastructure for, at least without more data.
