Add "Human-written" to requirements

"AI/LLMs must not be used to draft or write sections of your submission--please see the "AI Use Policy" section below."

The AI Use Policy is ISMB's; as part of ISMB, BOSC is following it.

If there is agreement on adding this point to the Requirements section, there are two more things to update:
