Slow loading of the language model

I downloaded 1 MB in 3 days. There were no traffic or network blocks. On one phone, it downloaded overnight (also very slowly), and on the other, it took three days.
Is it possible to release an APK with the standard language pack installed and leave the extended one as an option for download?

This is most likely a Firewall issue, users have no complained about model not able to download specific device: ZTE Android device. Apart from that, no complain of slow downloads.
