Matrix upgrade is not applied due to missing service restart

After upgrading Matrix the services still show the old version.

**Steps to reproduce**

- Install and configure Matrix stable
- Upgrade to Matrix latest

**Expected behavior**

The upgraded services are restarted and showing the new version

**Actual behavior**

The services are still running the stable version
