Implement CLI foundation using clap

Create the initial CLI structure for DevLint.

Commands:

devlint env
devlint readme
devlint contract --schema --input
devlint scan

Acceptance Criteria:

• CLI builds successfully
• Commands are registered
• Help menu works
• Command handlers are stubbed
