Paid launch activation form returns HTTP 500

The paid launch activation flow is currently unavailable for a newly submitted tool.

Steps to reproduce:

1. Submit a tool and open My tools.
2. Select Skip the queue.
3. The activation page loads an embedded RapidForms form.

Observed behavior:

• The RapidForms embed request returns HTTP 500 and the form area stays empty.
• The tool remains in the free queue with a launch date in 2029.

Expected behavior:

• The activation form should load so the advertised $49 launch week can be purchased.
