Moves and refactors inquiry thread migration script

Moves the inquiry thread migration script to the `scripts` directory.

This change centralizes script management and updates imports
to reflect the new location. The script populates missing
`inquiryId` values in threads related to `InquiryResponse`
documents, improving data consistency.

Adds additional logging for error and inconsistent data
situations to increase observability of the migration runs.
Also replaces explicit inquiry titles in logs and summary
messages with a placeholder for privacy.
