Custom icon or default Website-Symbol not visible on hover for user defined links

If i chose the block user defined link and tick the box for the Website-Symbol or add a custom icon, it appears normally.
But when i hover over those buttons, the icon is not visible anymore (orange cicle without icon).

It is not happening for pre-defined links.
