[Vetting UI] Refactor data tables to use pagination

The vetting deployment will have thousands of files, so we should consider paginating the /recordings endpoint. We should also consider the impact to the vetting progress bar and the next/previous unreviewed files buttons, as the logic for those is currently implemented on the front end.
