mkl sparse arrays aren't AbstractGPUSparseArray #627

AMDGPU.jl and CUDA.jl adopted this interface already, while oneAPI has its own supertype (oneAbstractSparseArray) not inheriting from AbstractGPUSparseArray. Is this intended, or just missing hands to port?
