Tk oscilloscope: add measure command

As a scientist I would like to be able to read values via scope measure command

### Acceptance Criteria
- can choose whether to use scan or measure command via macros

### Note

- has been running on MUONFE but without the macro swap choice. so the actual device access is known to work
