Depreciate "Partner" role/feature

Is your feature request related to a problem? Please describe.

The Co-Applicant feature can effectively replace the "Partner" role on a submission. UI aspects of the partners feature should be removed and a migration should be created to move all partners to co-applicants with "comment" privileges.

Sounds good, the Co-Applicant feature is a lot better and having both is just confusing.
