cargo check does not work for parent directories

cargo check hook does only run in the directory where the "commit" or push is issued. it does not search for underlying directories.

From what I recall, this is a feature of pre-commit, the files passed to hooks are files changed in a commit. If you want to do a check on all files, you can run the hook manually with pre-commit run <hook> --all-files.
