Abbreviations for HEIs and OUnits should follow EWP

In EWP, an Institution can have one abbreviation (string). Same goes for Org. Units.

In OCCAPI, the data type and cardinality of abbreviation in HEI and OUnit types should follow EWP: single optional string.

Abbreviations for Programme and Course should not be affected.
