Learning path edit rights set at instance level, consider admin option for all to create LPs #1249

Is your feature request related to a problem? Please describe
Learning Path creation rights are assigned by admin to specific users. They can then edit any LP on the instance. They can also add any user as a collaborator to a LP. This approach suits instances where LPs are restricted to a defined set of individuals (i.e. ELIXIR).
Describe the solution you'd like
Some instances may prefer any user to create a LP like any other material instead. Propose an admin setting for a TeSS instance to be site-wide LP creation instead of the current position where a few people can create and edit all paths.

Speaking with Finn, this seems like a sensible suggestion.
