NVIDIA nvhpc compiler fails with ctsm5.3.016 due to a problem in CTSM

The test SMS_D_Ld5.f10_f10_mg37.I1850Clm60Sp.derecho_nvhpc.mosart-default fails in the mosart test list starting with ctsm5.3.015 because it fails at the build step in that version. See the CTSM issue here:
