Clean up documentation references (including comments in config files) to ESAPI 1.4

ESAPI.properties has lots of obsolete references to ESAPI (for Java) 1.4, which is past end-of-life. Those comments / references need to be revised.

If there are other documentation artifacts in ESAPI 2.x that reference ESAPI 1.4, they should also be reviewed and revised as appropriate.
