[AnVIL DX] Export cohort to Cancer Genomics Cloud (CGC)

Overview

Add export to Cancer Genomics Cloud (CGC) to the main export page. This export mirrors the same functionality as the AnVIL Terra PFB export to send filtered files. Add export option under the Export to CAVATICA option.

Note the corresponding endpoint is not yet defined; stub this functionality behind an ncpiexport=true feature flag.
