[AnVIL DX] Export cohort to CAVATICA

Overview

Add export to CAVATICA to the main export page. This export mirrors the same functionality as the AnVIL Terra PFB export to send filtered files. Add export option under the Export to BioData Catalyst Powered by Seven Bridges (BDC-SB) option.

Note the corresponding endpoint is not yet defined; stub this functionality behind an ncpiexport=true feature flag.
