The final sentence encourages “stable funding and long-term career prospects” but you did not show that such careers exist yet in Germany. Acknowledge that this is aspirational.

This one just puzzles me. Yes, we do "encourage decision makers to strategically invest". Of course this is aspirational? If stable funding and long-term career prospects existed, we would not be asking for it? I think this needs a strong statement about this being a position paper.
