Add TZ environment variable for docker to map to the timezone setting.

This allows easier first run experience and is a standard environment variable for docker containers.

Hey @timstephens24, thanks for the suggestion! This makes total sense and is a pretty standard practice for Docker containers.

I'm kicking off v0.8 development in the next few days and I'll add TZ environment variable support to the list. Should be a straightforward addition.
