Create automation for CloudCtl BYO CoreDNS startup

Automation is needed to parse the int-elb DNS name from AWS and apply the necessary entries into the CoreDNS configuration for cloudctl

Criteria:

• configure aws ec2 api dhcp service to use BYO CoreDNS
• template CoreDNS config with null int-elb value & start container
• template CoreDNS config with real int-elb value & restart container
• automate end to end usage
• expose toggle between coredns byodns and route53 dns
