Make decision points on experiment details clickable to filter experiments list

Description

On the experiment details page, decision points are shown in the Decision Points table as site (target).

Users should be able to click a decision point value and navigate back to the Experiments root/list page with the Decision Point filter pre-filled using that same displayed value.

Expected behavior

• The decision point text in the experiment details Decision Points table is clickable.
• Clicking it navigates to the Experiments list page.
• The Experiments list search filter is set to Decision Point.
• The search input is populated with the clicked decision point display value, e.g. lesson-stream (question-hint).
• The list automatically searches and shows experiments matching that decision point.

Notes

• This should use the same decision point display format already shown in the table.
• Existing edit/delete actions in the Decision Points table should continue to work normally.
