Subject: [PATCH] Allow manual Renovate runs at debug log level

Adds a log_level input to workflow_dispatch so one manual run can show why
Renovate opened PRs #95 and #96 while their minimumReleaseAge check was
still pending. Scheduled runs keep LOG_LEVEL=info.
