Docs cognitive ToC sorting issue

The unified ToC should have package entries sorted alphabetically by display name:

@copilot, have a look through Update-DocsMsToc.ps1 and come up with a theory for why packages would be sorted in the ToC in the way that they are. See https://github.com/MicrosoftDocs/azure-docs-sdk-python/blob/main/docs-ref-mapping/reference-unified.yml

Is it sorting based on the package name?
