[Bug] 未来任务重复请求多次 LLM API 并一直发送内容直到30条

What happened / 发生了什么

设置的未来任务，每天定时发一条消息，之前偶尔遇到发送多条。结果今天突然会在发送消息后继续发送提示词相同，但是内容不同的消息，直到发了30遍才停下来。
因为发送了太多消息（因为设置了三个定时任务，所以总计刷了90遍才停），然后因为有群友让AI回溯群聊历史，结果AstrBot有用的日志都被群聊日志工具洗掉了。
但是好在AxonHub（LLM 服务器）上有较完整的原始返回数据记录。

Reproduce / 如何复现？

正常环境很难复现，需要长期观察。但是应该可以mock LLM数据来复现。

这个问题的根本原因是 tool call 循环缺少对 send_message_to_user 的硬性退出机制，导致 LLM 可以在定时任务触发后反复调用该工具直到达到 30 步上限。

具体机制分析：

1. 定时任务触发流程：当 ActiveAgentCronJob 触发时，_wake_main_agent_for_background_result() 会调用 step_until_done(30) 驱动 agent 循环 [1]。

2. 循环终止条件只有两个：agent 状态变为 DONE/ERROR，或者达到 max_step（默认 30）[2]。LLM 每次返回 finish_reason: "tool_calls" 时，工具结果会被送回 LLM 请求下一轮 completion，不会因为已经调用了 send_message_to_user 就自动跳出循环。

3. send_message_to_user 返回值问题：该工具仅返回 "Message sent to session X" [3]，这个通用的成功提示并不会让 LLM 意识到任务已完成，LLM 可能会认为需要继续调用工具。

4. 重复检测只是软提示：系统确实有重复工具调用检测机制——连续 3 次相同调用后会添加警告提示，5 次后升级为强警告 [4]。但这些只是附加在工具结果中的文字提示，不会强制中断循环。而且你的情况中每次调用的 arguments 内容不同（LLM 每次生成不同的起床消息），所以这个检测根本不会触发。

5. 最终 30 步才停止：达到 max_step 后，系统会移除所有工具并强制 LLM 输出最终回复 [5]。这就是为什么恰好发了 30 条消息才停下来。

可能的改进方向：

• 在定时任务场景下，send_message_to_user 成功执行后应标记 agent 为 DONE 或大幅降低 max_step
• 对 send_message_to_user 的返回值加强提示，明确告知 LLM "任务已完成，无需继续调用工具"
• 增加非完全匹配的重复检测（相同工具名 + 相似参数结构）

另外，之前也有用户报告过类似的重复应答问题 [6]，不过那个 case 是模型自身的问题，和你这里定时任务循环的场景略有不同。

临时缓解方案：可以在配置中将"工具调用轮数上限"(provider_settings.max_agent_step) 设置为一个较小的值（如 5），这样即使出现循环也不会发送太多消息。
