Can't open remote files when restart app

Describe the bug / provide steps to reproduce it

When I use github plugin, edited file, restart the app, the file dont show, and pops "unable to open: xxx"

This was not happened in previous version, all worked normally

@LoreHan64 That's because plugin loads after the app has been loaded, the GitHub plugin needs time to connect to GitHub's services before serving the files (the plugin serves files almost live). That is why it reports unable to put.

But in previous version the file loaded normally, didn't have this problem🤔

I expect that there were changes to how the plugins load when the app is starting up vs app has started.
