Cannot read property 'watch-run' of undefined

When I execute ./node_modules/.bin/webpack --mode development I get the following error:

        if (compilation.compiler._plugins['watch-run']) {
                                         ^
TypeError: Cannot read property 'watch-run' of undefined

The only way I managed to make it work is by replacing
compilation.compiler._plugins['watch-run'] with
compilation.compiler.hooks['watch-run'].

These are the versions of the installed packages

webpack-dev-server 3.1.4
webpack 4.12.0
